What exists today

The “Ulaz” portal is live

A private portal for one homeowners' association runs in a pilot building in New Belgrade: one entrance, 34 flats. It has been live since 17 September 2026.

Sign-in is with a Google account from the residents' list or a code sent by e-mail. Everything below is live, not a plan.

  • Door and membership

    Sign-in with a Google account from the list or a code by e-mail; registration at first sign-in, the administrator confirms.

  • Building and flats

    Flats exist even without residents; one voter per flat — the owner holds the vote and can hand it to a household member and take it back.

  • Residents

    The building as a list: floor by floor, who lives where; search by name or flat number.

  • Wall

    Neighbours' posts, comments, “seen it”, tagging the manager.

  • Notice board

    Official notices, pinned to the top.

  • Decisions

    Proposal → review → vote (one flat, one vote; open or secret) → tasks with deadlines; what's late stays on top, in red.

  • Repairs

    Report with photos → assigned to the manager, a company or a neighbour → resolved → confirmation; “I fixed it myself” and reimbursement.

  • Documents

    Building documents with versions.

  • Funds

    Payments, costs, arrears — everyone sees their own flat.

  • Notifications

    A bell in the portal in the recipient's language; e-mail to the manager when a task is assigned, when the deadline is tomorrow and when it's late.

  • Language and theme

    Cyrillic, Latin, English, Russian; light and dark theme, by hand or following the system.

An AI that knows the law, the rules and the duties of your building — and guides you through them.

This is a plan, not a promised date: none of this is live yet.

  1. Knows the law and the rules.

    The system holds the text of the Law on Housing and Maintenance of Buildings, the maintenance regulations and the house rules of that very building. It answers from that text and cites the article — not “from memory”.

  2. Knows what concerns you.

    It knows which flat is yours, who the manager is, which decisions are pending and how many votes are needed. The answer is for your building, not generic.

  3. Guides you through the procedures.

    “We want to replace the entrance lock” → what kind of maintenance that is, how it's decided, which majority is needed, what the manager must do — and it opens a draft decision in the portal.

  4. Searches for you.

    Instead of reading the whole law: a question → an answer with a quote and a link to the article.

  5. Remembers duties and deadlines.

    The manager's annual report, the assembly meeting, the maintenance programme, the owners' register — reminders by law and by the building's own decisions.

  6. Prepares the paperwork.

    Meeting minutes, a decision for the register, a notice for the board, a letter to the manager — a draft in one click, a person signs.

  7. Speaks four languages, and by voice.

    Answers in Cyrillic, Latin, English and Russian — in text and by voice.

Red lines

  • The AI gives no legal advice and replaces neither a lawyer nor a notary — it gives an interpretation with a source and suggests steps.
  • The AI does not vote, decide or sign. The assembly decides, a person signs.
  • Residents' personal data stays in the building; only those who are allowed to can see it.

How it's meant to work

  • It knows only the text of the regulations and the house rules, plus your building's data — and sees only what you are allowed to see.
  • Every answer cites the source and the article. An answer without a source never reaches you.
  • The building's data and residents' personal data stay with us and go to no third party.
